Who is Tshering Tobgay?

His father was among the first soldiers of the Royal Bhutan Army and his mother helped build the country's first road to India, which is about as literal a definition of nation building as a family can offer. He was one of six brothers, went to school at Dr Graham's Homes in Kalimpong, and took a bachelor of science in mechanical engineering at the University of Pittsburgh in 1990 on a United Nations scholarship.
Then sixteen years of unglamorous public work. From 1991 to 1999 he was in the technical and vocational education section. From 1999 to 2003 he founded and directed the National Technical Training Authority. From 2003 to 2007 he was Director of Human Resources at the Ministry of Labour and Human Resources. In 2004 he added a master of public administration from the Harvard Kennedy School.
In 2007 he co-founded the People's Democratic Party, as Bhutan was becoming a parliamentary democracy. At the 2008 election it won two seats out of forty seven. Two. He was elected to the National Assembly among them and became party leader in 2009. In 2013 the party formed a government and he became Prime Minister, serving until 2018, when it lost. In 2024 the party won thirty seats and he became Prime Minister again. His line is worth reading for 2008, which is what almost everybody would treat as the end of a political career.
